There are two things to consider here. First, you can only switch from a more secure group like the public to a closed group; the reverse is not possible. The second thing is that if you change your group type facebook allows you only 2 hours to undo the process. After 24 hours, undoing the process is not possible. When you change the group setting, each member of the group receives a notification immediately.
